2027 “Extra” Line Item Funding
The following is a comprehensive list of discretionary spending including incremental appropriations by the legislature. These “extra” line items were presented by the Governor and then adjusted without a public or competitive bid process by the legislature.
In March, Governor Sherrill proposed a $60.728 billion budget for fiscal year 2027. The Appropriations Act passed by the Legislature and signed by the Governor in June totaled $60.743 billion, a net increase of about $15 million. The small difference in the overall total does not capture the much larger changes within the budget. Several hundred million dollars in funding shifted among programs: some received less or lost funding entirely, while others received funding that had not appeared in the Governor’s proposal. The public record does not provide a clear explanation for every change. This database identifies the programs whose funding changed, beginning with those that received the largest increases.
